Housing Law Research  

This guide provides information on housing law and identifies pertinent print and online resources available through the NYU Law Library. Jurisdictions covered include federal and some NY and NYC law.

Federal Housing Agency

  • Dept. of Housing and Urban Development (HUD), Main Portal
    HUD's mission “is to increase homeownership, support community development and increase access to affordable housing free from discrimination.” (HUD website) Among other things, HUD administers a number of affordable housing programs and enforces federal fair housing laws. The HUD website offers a wealth of information on a range of housing issues.

    The HUDClips webpages post HUD forms, handbooks, notices, general counsel documents, mortgagee letters, and more.
  • HUDUSER Website
    The HUDUSER website offers reports, income limits, fair market rents, publications, data sets, and more.
  • Tenant Rights, Laws and Protections: New York, HUD Website
    HUD's website compiles links and materials on tenant rights in NY.

New York State Housing Agency

  • Division of Housing and Community Renewal (DHCR) Webpages, Housing and Community Renewal (HCR) Website
    (Click on the DHCR link located at the top banner of the HCR website). The DCHR is a division in the NY state agency, HCR. DHCR is “responsible for the supervision, maintenance and development of affordable low- and moderate-income housing in New York State.” (HCR website) To this end, DHCR administers rent control/regulation programs and a state-wide Section 8 voucher program. The DHCR webpages offer advisory opinions, forms, policy statements, and fact sheets.

NYC Housing Agencies

  • Dept. of Buildings
    The Dept. of Buildings aims to ensure “the safe and lawful use" of NYC buildings and properties. (Dept. of Buildings website) The Dept. of Buildings website offers, among other things, the NYC Building Code and a searchable database of violations of the laws and regulations enforced by the agency.
  • Dept. of Housing Preservation and Development (HPD)
    The HPD "strives to improve the availability, affordability and quality of housing in New York City." (HPD website) The HPD website offers a searchable database of violations of NYC's Housing Maintenance Code and NY's Multiple Dwelling Law, as well as helpful information on a variety of topics of interest to tenants and landlords.
  • NYC Housing Authority (NYCHA)
    The NYCHA administers public housing facilities in NYC, as well as a Section 8 voucher program. The NYCHA website describes the authority's developments and application procedures.
  • Rent Guidelines Board (RGB)
    The RGB “establish[es] rent adjustments for the approximately one million dwelling units subject to the Rent Stabilization Law in New York City." (RGB website) The RGB website offers a Tenants Rights Guide, a Tenant’s Guide to the New York City Housing Court, reports, and NY state rent regulation laws.
