Administrative Materials

Administrative codes, rules, and regulations are issued by executive departments and agencies. They are given this authority through statutes.  The rulemaking process is governed by the State Administrative Procedure Act, the rules of the Secretary of State. The procedures and guidelines are explained in the Rule Making in New York Manual.

New York Department of State

Created in 1778, the Department of State is the official compiler of state agency rules and regulations and publisher of information on the State Constitution, the Great Seal of New York and other official state documents. The Division of Administrative Rules is the official compiler of state agency rules and regulations (NYCRR) and produces the weekly State Register that provides information on the rule making activities of state agencies.
